Buck Up wizard does not start on Windows 7

When trying to backup my Windows 7 Professional laptop, the Backup/Restore Wizard doesn't seem to exist.
When I go into Backup and Restore in Control panel and click on the setup backup link, it just drops me into the System32 directory in Winodws Explorer.
How can I get the backup/resotre wizard to start? where is the backup/restore wizard program located?

Method 1:

Step 1:Follow the steps below and check whether you are able to open or not.
a)     Click onstart on
search programs and files
b)     TypeBackup and Restore and press enter.
Method 2:If the Backup and restore doesn’t open follow the steps provided below.
Step 1: Todisable or enable Backup functionality follow these steps:

a)     OpenStartmenu and type
gpedit.msc in thesearch box provided at the bottom of theStart menu to open
Local Group Policy Editor.
b)     Click thegpedit.msc
link as highlighted above.
c)      In theLocal Group Policy Editor window thus opened, click to expand:
User Configuration\Administrative Templates\Windows Components\Backup\Client given in theleft pane.
d)     In theright pane double clickTurn off backup configuration option as highlighted above..
e)     In theTurn off backup configuration Properties window thus opened, select the radio buttonEnabled
toturn off backup configuration
f)      Select the radio buttonNot configured orDisabled toturn on
backup configuration
g)     Finally clickOK button and quitLocal Group Policy Editor
Step 2:To
disable or enable Restore functionality follow these steps:
a)    Open Group Policy Editor as shown above in thesteps 1,2 and
3
b)   In theright pane double clickTurn off restore functionality option
as highlighted above..
c)     In theTurn off Restore functionality Properties window thus opened, select the radio buttonEnabledto
turn off restore functionality.
d)   Select the radio button
Not configured orDisabled to turn on Restore functionality
e)   Finally click OK button and quit Local Group Policy Editor
 
Method 3:
 
Run System File Checker (SFC) to verify whether any system file is corrupted.
I would suggest you to try performingSFC (System File Checker) scan 
on your computer and check if the issue still persists.

In this method we will try to Boot in Safe mode with Networking and see if the error still persists.

• Search "MSCONFIG" and Open.
• Click on Boot Tab
• Tick Safe Boot in Boot Option
• Select Network.
• Click Apply and OK.
• Reboot your System.
