Bluetooth peripheral device driver not installed though bluetooth radios driver is intalled

I have dell inspiron in which windows 7 professional x64 bit is installed.
There was a problem with the bluetooth driver whenever i tried to installed it it wipe out my whole desktop also the start menu and it doesnot reboot.I have recover it thoruh image
backup.
after that i uninstalled the bluetooth driver and again installed that.it instealled but not properly.
then i tried the  procedure discussed inthe link get the mobile device drievr installed

but it now says driver for bluetooth peripheral device is not installed though bluetooth radios driver is installed.
driver update doesnt help either.
