AMD:CCC-AEMC Windows Capturing Program - Everything slows down as over 90% of memory is being used

Periodically, I am experiencing dramatic slowdown of computer.
That amounts to over 90% of memory.
Everything slows down.
When trying to shutdown, a background program appears to be running (AMD:CCC-AEMC windows capturing program) and is waiting to be
closed.
The computer id HP Pavillion e9240f with AMD processor with 8GB memory and 1TB drive and runs Windows 7 Home Premium (64 bit).
I have had this computer for over two years.
This problem started  in beginning of April 2012.
I corrected it by restoring
to an earlier date.
The problem, however, reappeared after a week or so.  Next,  the computer was cleaned using TuneUp Utilities 2012.
It reappeared after about 10-12 days.
I recleaned the computer.
I seek a permanent solution.
Would appreciate help.
In looking
through task manager and resource monitor, the max.
memory is consumed by iexplorer, even if no such window is open.
This program does not show up in startup or anywhere else.

End the iexplore.exe process.
a)     Press Ctrl+Shft+Esc to invoke
Task manager.
b)    Go to Processes tab.
c)     Right click iexplore.exe and select

Step 1:
Check if the issue exists in Safe mode.

Step 2:
If the issue doesn’t persist in Safe mode, I would suggest you perform clean boot to see if any third party services are causing this issue.

You may run a complete virus scan on your computer.

Running System Update Readiness Command

On running the System Update readiness Command, it will Detect & Replace Incorrect Registry data with the Correct one. Which may ultimately Solve AMD:CCC-AEMC Windows Capturing Program - Everything slows down as over 90% of memory is being used in Windows.
