Does speech-to-text work on WP8 when the phone is out of range?

If all of the speech-to-text processing is on my WP8 Nokia Lumia 928, then speech-to-text will continue to work when I'm out of range of phone signals and Wi-Fi.  It won't work if an audio recording is sent to Microsoft to be converted to text on their servers,
and the text is returned to my phone.  Anyone know which way this works?

You need an internet connection to use voice to text, so if you are out of range it's not going to work.
