can't start event viewer due to "endpoint mapper database entry could not be created"

Hi, 
this is what happens if I attempt to start event viewer/ event log service.
I'm aware that Kaspersky internet security turns off Windows Firewall as it has it's own firewall.
Does this stop event log service from starting? Is it dependent on the windows
F/W being on? This has happened after a power supply dying on me and after replacing new power supply.
 I never had an issue before this power outage. 

On rebooting my system had a number of conflicts/corruptions, due I guess to power loss and random shutdown .
I ran SFC and it fixed most problems with UAC as I was being locked out of performing administrator tasks, but now I still have this problem with
event viewer.
I do have a copy of the log from the SFC scan/fix result and could attach if needed.
Hope someone can help as I do rely on this service to check on events.
