Cannot gain access to sites.

I cannot access sites within a site by clicking on access buttons.
Example on Help.RR.com their is a function called RESET PASSWORD, when clicked will bring up a site for changing password.
Clicking on that button does not produce any results. This problem shows up on other WEB sites.
Tried turning off Security, Firewall and virus protection, no help

Check in Safe mode with networking if the issue exists.
Method 1.
Safe mode with Networking
Please check whether you face the same issue while working in the safe mode.
1.
Restart your computer.
2.
When the computer starts you will see your computer's hardware being listed.
When you see this information start to gently tap the F8 key on your keyboard repeatedly until you are presented with the Windows Vista Advanced Boot Options screen.
3.
Using the arrow keys, select the Safe Mode option you want.
4.
Then press the enter key on your keyboard to boot into Windows Vista Safe Mode with Networking.
5.
When Windows starts you will be at a typical logon screen.
Logon to your computer and Windows Vista will enter Safe mode.
6.
Do whatever tasks you require, and when you are done, reboot to go back into normal mode.

Method 2 : To reset Internet Explorer settings:
1.       Close any Internet Explorer or Windows Explorer windows that are currently open.
2.       Open Internet Explorer by clicking the Start button .
In the search box, type Internet Explorer, and then, in the list of results, click Internet Explorer.
3.       Click the Tools button, and then click Internet Options.
4.       Click the Advanced tab, and then click Reset.
5.       Select the Delete personal settings check box if you would like to remove browsing history, search providers, Accelerators, home pages, and InPrivate Filtering data.
6.       In the Reset Internet Explorer Settings dialog box, click Reset.
7.       When Internet Explorer finishes restoring the settings, click Close, and then click OK.
8.       Close Internet Explorer.
Your changes will take effect the next time you open Internet Explorer.
